All you need is a not too old Windows-PC and a camera with a frame rate of at least 15 Hz and which supports Video for Windows. Place the camera in front of you like you would to do a video conference. Make sure the lights are bright enough to allow real 15 Hz frame rate (there are pretty good light sensitive cameras around for not too much more money) and there you go!
